Ido (by using the admiral as proxy) may be trying to make a meta joke about Yoshika's uniform. It's a combination of school swimsuit AND sailorfuku, but she's flying around instead of swimming or manning a boat. Meanwhile I-401 with same attribute is honest-to-goddess submarine.

Yoshika is also part of the Fuso Imperial Navy, which is why her uniform is at it is.

She brings up some very good points, I think I need to rethink my fleet strategies, what an oversight. Also what is craft recipe for striker units?
