I think you need to level her up for it

Silva has to be level 80 to get her 5th star unlocked. Did you Suptix her?

Thanks. She's only level 76, so almost there I guess, assuming there aren't exotic mats involved.

All characters with a fifth star must hit their max cap lvl before the fate that unlocks it will be available to do.
