I'd say most likely as Umikaze as her gloves isn't a fingerless one and we can't see her navel just like Kawakaze.

Based on the commentary, I don't think she's cosplaying anyone in particular, but just trying that style of uniform. Umikaze is the one it looks closest to, but it's also got those yellow stripes on the arm that Sami&Suzu have, that none of the other sisters do. I'd leave the cosplay tag on, but not add any character in particular.
