I think the title itself is pretty self-explanatory.
"提督!!ボクを男の娘に改造してどうするつもり!?" (Teitoku!! Boku wo Otokonoko ni Kaizou Shite Dousuru Tsumori!?)
Translated as "Admiral! What are you planning to do by remodeling me into an Otokonoko!?"

That already translated title is a little wrong.
