I think Akagi's point is that an "improper launch" of the arrows would prevent them from doing the transformation, thus his surprise that Kaga's unorthodox method still worked in the end... though as shown, it puts way more strain on her shoulder muscles and/or joint.

It's a given fact in Kantai Collection that arrows that are planes the Carriers shoot out will transform into planes. The bit about improper launch is that not even real plane can launch without reaching a proper speed/thrust and lift first. That why they use catapults to help launching the planes.

Well, these days at least, since modern fighters actually need more runway space to take off than even the late CVN-65 Enterprise could provide.
