This looks to be a crop of that particular poster image floating around the net, thus why it looks very, very rough.

To explain in further detail, this rendition of Haruna is from the promotional poster in Japan that's being used to promote the upcoming Summer themed Kancolle Ichican Kuji where they'll be giving away some big prizes such as the Swimsuit Haruna and Swimsuit Yamato Figurine among other items as prizes.

I was tempted to post the original poster here, but I do not know it this abide by danbooru's guidelines.
