That's definitely Yurika's hairstyle, though the dongers are toned down a little and the eyes aren't as round. It's another one of those that would probably be incredibly cute in reality too, but she'd want to tear her cheekbones out after a while.
I'm not sure if it counts as "cosplay" for just the hairstyle.
