English Kancolle Wiki confused Air Incapability with Air Denial. You have Air Incapability (incapable of fielding any air power) if the enemy has Air Supremacy (complete control over the air space). You have Air Denial (you cede Air Superiority but deny complete control, hence the term) if your opponent has Air Superiority (dominant but not complete control over the contested air space).
