That was supposed to be the last ticket, so not sure if the commentary note is implying there's just gonna be a mini-ret-con regarding who all had the other nine, or if there's somehow a super secret 11th ticket Hoppo has in there.

The sentence is "最後の一枚" which literally translates to "the last one sheet(of ticket)". The kanji "枚" is used when referring to thin, flat things like paper, so it most likely indeed mean the last ticket. You are right though, the one given to the Misfortune Sisters in this strip is supposed to be the last ticket. Well, we just gotta see tomorrow what it means ww

Feeling somewhat conflicted right now. On one hand I want to praise Poppo-chan for doing the "proper thing", on another I want to (secretly) teach her how to do the "right thing" in such case.

I think it was the Hiei Curry explosion which tugged at Hoppo's heart the most in the end. That and their persistence.
