They're at least equal in their levels of burning love for the Admiral. Kongou is just more blatant about saying it to everyone, whereas Ooi shows it to him with her actions.

I am so damned jealous of him and how thoroughly he's snagged Ooi's heart.

Apparently, Kongou's completely cool with harems even outside her sisters, just so long as they're with girls she approves, and she keeps getting attention.

I think she wanted to test Ooi and he resolve / feelings for the Admiral. She wanted to be sure Ooi wasn't halfhearted about the matter. And here's the proof she's not - Ooi's love power is at least equal to Kongou's.

But that's not consistent with what she said at the start of this mini-series; She was angry with Kitakami at first for being her TRUE ULTIMATE RIVAL or something because she was lap pillowing in the middle of the meeting, and then was trained onto Ooi by Kitakami as a dodge.

Before was Rival, now then become Best friends i guess
