I'm not 100% sure that's Sumireko, but I can't think of anyone else it could be. This comic also came out a few days before the Sanae slug comic, but I'm not quite how or even if I'm able to edit the pool.

The term「ガチャをひく」 refers to the action which players pay money to acquire characters or items randomly in mobile games (like in Love Live, IdolMaster Cinderella Girls).
So it's not exactly "allow me to collect a full set", but more like "allow me to draw another set (of characters/items/etc)".

Much obliged. I managed to suss out the context of ガチャ, but it's a rather sidelong usage of the verb ひく compared to what I'm used to seeing. I also wasn't sure what Sumireko's little gadget was at first. Her wiki profile states it's a computer pad of sorts, so I figured she was playing an online computer game.

Yeah... maybe Sumi should buy next time another phone and give it to Rinno, soo he can play...
