This comic is implied to be post-WWII, so the other Asashio-class sisters aren't dead, they just haven't been found/constructed yet. As to why the the Nishimura Fleet is grouped together (we only see his backside, but the admiral who has appeared clearly isn't Admiral Nishimura himself) it could be a happy coincidence that these ship girls are the first to arrive at this base, or that they've been specifically formed as a fleet and so room together as a result.
