This reminds me of a question I have about her. Is she Japanese or European by birth?
Izayoi Sakuya isn't her original name, but the name that Remilia gave her. Perhaps Remilia choose a Japanese name because she was moving her estate to Japan to enter Gensokyo, and she figured that if one of her servants was going to get a new name, it might as well be native to the destination?
Hair color among pure humans tends to be normal even in Gensokyo. In the Outside World, it should be even more so. Sakuya's eyes are also normally blue, which isn't generally a Japanese eye color. Of course, none of this is a solid clue, because LOLanimefiction.
Sliver isn't a common color in Gensokyo. The only ones that come close to having pure sliver hair is Eirin, Youmu, and Rinnosuke, none of which are fully human.

well keep in mind, the physical changes to her appearance could also be side-effects of heavy exposure to the Lunar Dial. im sure constantly shifting the speed of time on her body and altering the size of physical space is not healthy for the body, nevermind the massive amount of magic energy that would be constantly passing through her from its use.
