The "true Touhou manga" thing comes from Bomber Grape. It was sort of a fad to end every gag manga with an explosion ending as a sort of "Dropping the Cow" when the artist painted themselves into a corner narratively.
Kancolle just had so many of the same artists that most of the same memes carried over, and people expected explosion endings, as well. (Although far fewer actually do that, outside of Mutsu...)
