That's not what Classic Tsundere is. Classic Tsundere works on a gradual change that is consistent and dynamic. Classic Tsundere moves from TsunTsun to TsunDere to Deredere and never regresses back a stage. Once it hits Deredere, it stays at Dere and all Tsun completely disappears forever. What you're describing pivots back and forth between two points and never definitively progresses. That would be Modern Tsundere which has only one of those 3 stages, the TsunDere stage.
Also, all forms of Tsundere require genuine personal hatred. Its been shown that she doesn't hate anyone here aside from the Admiral. However, she treats others she doesn't hate mostly the same as the Admiral it seems. So, even the genuine hatred doesn't really stick out. The entire concept of Tsundere is that she genuinely hates this specific individual, treating him differently and with genuine hostility, and gradually becomes warmer in disposition towards him until falling in love somewhere down the road.
She's more just exhibiting extremely anti-social habits in general than genuine hatred. Anti-Social would make her Kuudere if the anti-social acts are on purpose, but it seems she just can't control herself and is incapable of being openly honest with anyone rather than a specific individual.
Which means she doesn't fit any dere archetype at all. Instead, she rather plainly just doesn't know how to communicate with other people in this series. (As shown thus far.)
