It's common sense that there's at least one takoyaki grill in every room like there's a bed in every room.

Ryuujou has more of the stereotypical kansai accent and personality. I'm wondering if Ryouujou assumes everyone has one because she does.

Or maybe Kaga has one out of jealousy of "new carrier-based aircraft."

I think this is a reference to the fact that historically Kaga had exhaust problems and it would cause her flight deck and part of her crew quarters to get unmanageably hot. I recall having seen some other works likening Kaga to a grill of some kind because of this.
