I suppose that would be Step 2...but she means real marriage. The reason KanColle marriage is always called "provisional" is to signify it's a game mechanic and some sort of system in the plot for improving ship power (read: letting the players fantasize). Kongou wants the whole real deal.

The whole (仮) thing is just a disclaimer anyway.
