What I like about this picture is how you can enjoy the picture either way. If you like Kankolle enjoy it as they are ship girls. Or you can enjoy it as if just World War 2.

Considering directly behind her is the iconic shot of part of Arizona's superstructure leaning over after the attack, I'd say it's most likely it's her.
