Briefly put, we try to give our ship girls about thirty seconds or so to make an impression. The "profile" you read is something very similar to that of the library intro, but expanded slightly and tied in with the world of Pacific as a whole. We do this to mostly form a contrasting perspective between two different sources - the ship girl herself and STEC - so that you can get an idea as to what she's really like.
STEC is the organization that is responsible for the USN ship girls in our work. I'll spare you the details here and save it for the book, but it's a pretty reasonably big part of the USN in Pacific's world design. It possesses several ship-girl specific naval bases scattered around the world for counter-abyssal operations, and it possess not only its own research arm, but also its own intelligence operations as well. If you see me refer to a STEC operative or a STEC commander in casual conversation on the forums, it is probably an inside joke to supporters of our work.
STEC actually stands for Special Task & Evaluation Command, though I've noticed that Chinese fanfiction writers consistently use Strategic Test & Evaluation Command, so ... *shrugs* I guess we'll see. Maybe it was a misunderstanding behind the connotations of the organization? They saw "evaluation" and assume it must be test related? xD
Now, onto Nevada. I freely admit, Nevada probably deserves a rewrite. She was the first that I penned and the last to be edited. In either case, I was struck by how tough it was to provide both historical information (since the ship girls here has awareness of their "past" experiences as a real USN warship, after all!) and biographical information all in less than two hundred and fifty words.
Nonetheless, I think she's actually pretty easy to understand. She's an old guard harkening back to the old days, where grit and toughness won the day instead of fancy gizmos and boys in white coats. Not quite no-nonsense like Northampton, but rather down to earth. She gets along well with girls like Narwhal or Houston. :)
