I'd never understood the japanese censorship on drawings and paintings, it has no sense at all. I understand when they censor real people, but drawings? even on the crapiest ones...

It was kinda a law and just how culture does it there.
The newer gens don't censor as much, but its just how it is there, or was. Look back at stuff from 80's and how its change till now.
