No one else. The other yellow flash in the previous 4koma is from puchi resembling Hiei intercepting puchi resembling Kongou. Kongoo-chan was about to punish Nagato, Hiei gave the signal to Nagato and she took the opportunity to enyouth Kongou. Then Hiei proceeded to kidnap Kongou.

Hiei don't get that gun. it's Nagato who shoot the gun to Kongou because Hiei signal. Nagato still have the gun.
