Ikazuchi has short hair, stockings.
Inazuma has short tied-up hair and knee-highs

Definitely Akatsuki, she's holding her hat in her hand. She also has black hair, while this artist draws Ikazuchi with medium grey hair (compare 3rd panel of post #1733117).

It's Akatsuki, theres a I on her hat.

Fun fact; the artist got the characters mixed up, Mikuma is very unlucky, but Mogami is the clumsy one.
