I'm sure there are shops that specialize in dresses/clothes in the village (As for WHY should humans give a youkai some clothes, you could say noone of the normal humans would make an enemy of a youkai that ask them something, even if it's not a particulary strong one. And it's also possible that those humans ask for favors or some work to be done in return), and in both the Tengu and underground societies, not to mention some other "societies" that we are not aware of at the moment.
Or maybe there's a "Youkai of the frilly dresses" whose ability is to create such things.
Also bear in mind how long most yokai live. They've had plenty of time to find/make/purchase whatever they need. Also, we at least know that Alice can make clothing, and Rinnosuke probably sells cloth.
