Meh, I think of them all as just girls.
Apart from the genre's strong ambiguity tradition whereby plenty of heroes are girlish-looking; when it comes to drawn images, if it looks like a girl it is a girl. Because it is two-dimensional and the surface is the truth. Cartoons don't have genitals under their dresses: you have only the artist's ( or some guessers ) word for the identity at the best of times.
Should you just come across a picture of a lovely golden-haired person in a schoolgirl skirt and mary janes, on it's own merits it would only be a picture of a schoolgirl: were she something other you would have to be told separately, which is imagination at work and not art in itself.
It's breast envy in all the parts, the character is even shorter and girl-ier, the hair is much longer and braided, and you can see SOME curve in the swimsuit at the chest.
So, yeah, genderswapped, all-female version in this case. (And a pretty cute one, too. Kind of like Shana from Shakugan no Shana.)
