Pache has a lot more raw power than she can actually use normally. Or do use even if she can. She's been noted to form her danmaku pattern to be explicitly beatable (by Marisa, I think).
To think that she's on Remi's level on a good day (or when sufficiently motivated) isn't very strange, especially considering that they're normally friends on an equal level.
If she were to get actually healthy and fit, she'd easily be one of the most powerful non-gods in Gensokyo.
However, the one in this comic is a lot more timid, so it's hard to say.
