Apparently, there's supposed to be another page before this, where Shanghai (yes, it's Shanghai) starts talking to Alice.

It's clearly Shanghai because her cape can be identified as the one Hourai made for her. How silly I've missed that.

You know if she had done this two volumes ago none of this would have happened.
