I'm really starting to like this depiction of Tenshi. Yes, she's kind of a jerk, but I get the impression it's because she doesn't know any better rather than because she doesn't care.

She's a jerk because she is a spoiled brat and not out of malicious intent.

Pretty sure using up souls to power crazy weather phenomena and threatening to wreck Gensokyo with an earthquake is malicious... just saying. Even Komachi, the queen of "laid-back" got pissed and went into serious mode with Tenshi.

It's a matter of debate. ZUN himself said that Tenshi was innocent. And being a celestial, she probably saw no problem with using souls and just wanted attention. Really her characterization seems to be an immature spoiled child that wants attention. It would be interesting to see if she learned to mature after the events of the game though but I doubt ZUN will do anything else with her.
Seen it explained a couple different ways - One such explanation: "When the Hinanai/Hinanawi clan was uplifted to heaven, Tenshi was fairly young and hadn't been drilled in the proper manner of things (so to speak) and as such became much unlike the rest of the new celestials."
