The general rule is, "Tag what you see", at least that's what they told me when I asked about the tagging system here.

If there's any element of a copyright present in the image, it gets tagged. Yukimin is a Hololive character, and it's plainly visible right there on the right side.

We have a long-standing policy of tagging characters who appear only as a cameo, chibi_inset, or spoken_character. Don't remove the character and copyright tags just because they aren't the focus of the image. If you have a problem with this, take it to the forum instead of starting a tag edit war.

There are some exceptions to these guidelines. Character_watermark are not to be tagged and if cameo characters are really far away/not easily indefinable it is generally advised to not tag them. In this instance, the Hololive mascot keychain is clearly visible and placed in such a way that you clearly are supposed to notice it so it almost certainly should be tagged.

Character_watermark was created for a specific case of a user whose uploads were stuffed with loads and loads of tiny characters as a sort of "signature", with the result of those character tags being flooded with unrelated posts. The site owner made it very clear that this ruling applied only in that particular case, which is why I didn't bring it up here. We don't need anyone citing it as a precedent for not tagging characters in other people's uploads.

With all due respect, Charcter_watermark has been used with other posts besides the artist Eudetenis and the uploader Entweihen it's rare but it is used for other artists and art pieces. Mostly it is when characters are used as a "signature" as you said but I don't think it's fair to refer to it as only being used for that uploader. Still for the most part I don't disagree with you but I do think it should be kept in mind that there are cases when characters shouldn't be tagged rare as they may be.
