The monitor is the whole device, the screen is only the display area.
computer_screen can also be used for laptops or tablet PCs and other mobile devices.
post #1351210: the computer screen (part of it) is visible in the second panel, but there's no monitor.
post #1452462: too dark to tell, but it's probably a notebook.
Also, there are some monitors for which we don't know whether they are small TV monitors or computer monitors, like post #1302336. We might as well not alias or even implicate these tags.
Edit: Perhaps to give both tags meaning, for computer screen, we can create a wiki entry that says "Use this tag for pictures with emphasis on the contents of the computer screen and pictures where it isn't clear that the screen is part of a monitor. Otherwise, tag with monitor instead."
