By the angle, Chen does not look like a loli. There's breast growth plus hip shaping.
Up to you guys to decide if the tag should remain or be removed.

That degree of breast growth is inconsequential, and the "hip shaping" is not visible in any way, so I'm wondering where you're getting this.

Well actually. I'm looking at it from a different view. If that Chen would straighten up, there would be a slight show of breasts. She's got an appearance of a young teenager to me. But I'm not sure that would be good enough for a tag change.

I don't agree on the breasts. Gravity is pulling at them, so it's not at all beyond the realm of believability that - at that size - they're naught but baby fat, and that if she were to straighten up (as hidetheunforgiven suggests) they are just as likely to all but disappear from view.
As for the overall, I can't agree nor disagree, considering that the hips, legs, and face are all at least partially obscured.

Pantyshots aren't anywhere near explicit enough to get the loli tag, unless there's a lot more sexualization visible.
The cameltoe does make it very close, so I wouldn't object much if someone changed it to loli, but I wouldn't tag it that way myself.

Doesn't need it. The presence of pubic hair is all but a disqualifier for the tag. Besides that, the overall limb-and-torso proportions fit the middle to late teenage years profile, at the youngest.
flat chest, and possibly skinny, will do.
