That literally answers the question of "is it quality or not." It eliminates any bias an approver may have regarding art style; all you have to do is determine if it breaks the rules or not. Last time I checked, Danbooru isn't just a group pool for the approvers, and the upload queue isn't just the gallery they choose from.

Would the rule 34xxx upload method not work? You upload it, and it gets uploaded, no waiting for approval. If it doesn't fit, a user can flag it, and a mod can delete it for breaking rules. Alternatively, you may be banned for falsely flagging too many things on purpose.

Upvotes and favorite count are a metric of popularity, not quality. There are tons of perfectly good quality images with only a handful of people upvoting them, just because most people browsing the site aren't interested in them. There are also tons of not very good quality images that only have high scores because they are not safe for work, something that most people care about the most when browsing here.

I used other booru sites in the past like rule34, as you mentioned, and I often had to wade through quite a few images just to see something good quality. The approval process is exactly what makes Danbooru stand out from most other image boards, I think.

As is explicitly stated in about:mod queue this is how the approver system was designed to work. It’s also the reason we have contributors that have to prove themselves to be reliably good uploaders to be able to skip the queue. While not perfect, nothing we ever come up with will be, the set-up is working exactly how it’s meant to be.
