Curious as to why this aulbum was rejected in the mod queue. I'm going to guess that it's that it's mediocre.

The rough style of the image isn't bad, but the bodily proportions and general anatomy of the figure is lacking. It kind of looks like he traced the hair and eyes and threw it on a premade head (And forgetting to fill the rear of the skull) and drew a shoddy mouth that doesn't fit the head, among other things like the collarbone being way too low.
Tldr; sub-par anatomy.

The first one's hard to quantify, there's nothing implicitly wrong with it but for some reason I just don't feel like approving it. The style parody I wouldn't approve the original either, it's ugly (yes I know it's eva) but I wouldn't approve zun art if I had my way either so maybe I'm not the best person to ask about style parodies.
Curious why this is worse quality than gaoo's other 900 pictures.

Start flagging all the low quality pictures he has then. If some bad quality pictures sneak in under the radar that doesn't mean other low quality posts get a free pass. That's what the flagging system if for, right?

When I see an artist with 900+ posts and less than 20 deleted, I assume that the general art style meets the quality bar. So I'd like to know what makes that particular pic bad, so that I know what to look for before I start flagging anything.

I wouldn't use that as a standard for judging quality pics and what to upload. Especially when you take Contributor status and above in account (kinda guilty since I did upload quite a bit of gaoo).
Anyways, the lines aren't great and it's pretty much the same old thing over and over.

At least IMO, Gaooo in general tends to be at the borderline between acceptable and poor quality. His works are rough and his coloring lacks attention to detail.
In this case, it was the same image macro for 13 different characters and worse quality than it normally is.
Given the approver tends to be rather prolific and doesn't pay attention to quality, I felt comfortable flagging the entire group of images and seeing if the other staff wanted to pick select ones to reapprove.

I think it's too harsh to place blame on the rank alone. Danbooru's love of Touhou also plays a factor. By the way, why'd you put quality standards in quotations? I read it multiple times and it feels like you're being sarcastic about it because of them (Unless that's what you were aiming for.)
I upload a bunch of images, all sourced and all decent. I upload only the things I actually like. I get the images that are already on the site not getting approved (Even though there's plenty of those already)but a bunch weren't approved for no apparent reason.

Yes, when there is a link to download the original source, make sure to upload that and not the resized image. The resized image is not only smaller but has more compression artifacts.
