This tag name sucks conceptually. We may have video game cover and video game cover redraw, but elsewhere the trend for digital media cover tags like this is typically to tag the thing the cover is in rather than the cover itself. DVD cover to DVD case, Album cover (CD cover) to CD case, etc. But because this is so ambiguously named, you have game cartridges being tagged with it alongside video game cases, and video_game_cover_(object) holding_game_cartridge even has video game cases being mistagged as game cartridges.
This should fix that.
