Since panties around ankles implies panty pull, why not create the same implication for panties around thighs
The tag wiki seems a little unclear. Does panties_around_thighs emphasize the panties being on the thighs (rather than other parts of the leg)? Or does it specifically refer to panties around both thighs, thus being mutually exclusive with panties_around_one_leg? I see there's still some posts using both tags simultaneously (though the number is small, likely just mistags).
If it's the former, then the implication might be inappropriate, because panties_around_one_leg shouldn't be considered a panty_pull, it's already been taken off to some extent.

The bulk update request #61432 (forum #450634) has been approved by @evazion.
If they're hanging around only one thigh, it should be panties around one leg instead.
