First off, no it isn't. While those kinds of posts do fall under body_fur, they are far from the tag's main purview. Search it and you'll see it's 99% furries.

Secondly, a large number of bird characters are not drawn with rendered feathers, but rather generic fluff that is identical to body_fur (post #7380698, post #7673618, post #9291096 etc). I'm afraid that a body_feathers tag would just fracture the ability to search for this, with users adding the tag simply because the character is a bird character rather than them actually having rendered feathers. Maybe body_feathers would work if it implied body_fur.

As for scales, I think body_scales sounds weird. To me, scaly_skin is a lot more natural since the scales actually are the skin, as opposed to body_fur where there's still skin under the fur.

Lastly, mixed_integuments is a good idea for a tag with a terrible idea for its name. Nobody knows what an integument is; not even e621 uses this. However, partial_body_fur and partially_scaly_skin could definitely work as tags, maybe with a parent tag if we can figure out a better name.
