create implication menpu -> veil

I'm a bit conflicted about whether to imply it to veil or mask. Functionally, it should be closer to the definition of veil (to cover one's face or vision).

Also, I've tried my best to tag all the posts I could find as menpu (by searching combinations like veil covered_face / japanese_clothes covered_face, .etc). However, due to the two-keyword search limit, I couldn't use more complex exclusion filters. It’s simply not feasible to manually check several hundreds of pages of results for broader terms like japanese_clothes mask.

This is one of those cases that don't neatly fit into either. I would say we should probably keep it separate.

This reminds me of the old paper on head question: forum #342833, forum #260854, forum #258577. Perhaps we should rename paper on head to paper covering face (vs literal pieces of paper on top of the head), and put this tag under it?

I'm not so sure about this. In most cases, menpu will be a relatively soft fabric material, not paper. And there are many different modes just in that doodle_sensei_(blue_archive) paper thing. Some cover the entire face, some only cover the eyes, and some even stick to the side of the head of a faceless male. "Covering face" might not cover all these situations, and I'm not sure if it's necessary to create a separate tag for these "stick to the head but not covering the face" situations.
