imply arm_around_waist -> arm_around_back

BUR #56747 has been rejected.

create implication arm_around_waist -> arm_around_back
create implication arms_around_waist -> arms_around_back

These tags, at the moment, appear to be indistinguishable.

Rather than just aliasing them, I think it would make sense to be able to distinguish between wrapping your arms around the waist and the upper back/neck, but at the moment we don't have this distinction: just open arms_around_waist and arms_around_back side by side and you'll see what I mean.

This would call for newly created tags, arm around upper back and arms around upper back (or arms around another's upper back/arm around another's upper back lmao), to distinguish them.

Edit: we have arm around shoulder or arm_around_neck, not sure if we want to imply them.

That's a hug from side, but you make a fair point: if a character is wrapping their arms around another's character from the side, is it really around back? I would say yes, because the arm is still going around the character's back, but we need more input.

Edit: wait, I misunderstood your point. That's an arm going around the waist but from the front. I'll think about it, that actually is a good point against this BUR.

So the TL;DR is that

And there's also arms around neck / arm around neck, which has the same issue as around_waist in that it can also be used for hugs from behind and the side.

Seems like a major clusterfuck of a venn diagram. It's not a good situation but there's no easy solution that comes to my mind, so I'm gonna leave it in the backlog for another day.
