imply cartridge -> bullet and shell casing

create implication rifle_cartridge -> bullet
create implication handgun_cartridge -> bullet
create implication rifle_cartridge -> shell_casing
create implication handgun_cartridge -> shell_casing
create implication shotgun_shell -> shell_casing

a cartridge (the assembly) isn't a cartridge if there's no bullet (the little tip infront) or shell_casing (the housing) as both of those are individual parts of a cartridge

The tag shell casing should really only be used for loose shell casings, and same with bullet. If it's still together, then the proper variant of cartridge should be used (and really, handgun cartridge and rifle cartridge should be combined into something like cartridge (weapon) to be consistent with the other variants).

Neither the bullet tag nor the shell casing tag should be used when depicting a complete cartridge only.

I agree rifle cartridge, handgun cartridge and shotgun shell should all become cartridge_(weapon). shell casing and bullet wiki entry should also be updated.
