Danbooru's definition is "oral stimulation of a penis". This is why licking penis already implies fellatio as well.

If you think this should not imply fellatio please provide some examples of kissing penis that are not fellatio, because I'm finding it really hard to imagine it.
You could make an argument that fellatio should be for penetrative fellatio, but licking penis already implies fellatio.
Go for it; I can't find any examples I wouldn't consider fellatio anymore. Anything I'm thinking of is probably contactless and therefore blowing on penis anyway, which might as well also be tagged fellatio as it's stimulating.
To me there are a lot of kissing penis images I wouldn't consider fellatio, because unlike licking penis it doesn't feel like they're about the penis stimulation and more, like, an expression of penis awe or submission basically, like in post #10669035 for example.

imo it feels wrong to reject this on the basis of kissing penis (nonsexual) because the same argument could be used to justify a penis in mouth (nonsexual) tag in which someone's penis just happens to be inside someone's mouth and it's not considered a fellatio or a irrumatio
