Make loli/shota rating dependent

Those two tags should not be addable to sfw posts.
The point of those was to filter sexual content, but I've seen them used on images that were at most sensitive, and for characters it wouldn't apply to even if it was explicit; or even arbitrarily for posts in a pool which werden any worse than prior posts in the same pool.
At least the former is something that can be enforced without subjectiveness.
And while we're at it, anyone being able to edit tags on images tagged as either without the ability to remove them would be helpful, but it isn't enough of a priority for me to make a separate thread.

They are rating dependent. You cannot tag it on rating:g posts. See forum #216609.

So there's nothing to be done about misuse on images such as post #10883593.

Some users do add the tags to rating:g posts even though they're not supposed to, but I clean those out regularly.

As explained in the linked forum post, the tags can be added to rating:s posts now, but a lot of them are going to be borderline. I agree post #10883593 doesn't need the tag (and it was actually removed recently), but others may still be suggestive enough to qualify, which is why I don't garden rating:s posts very often.

If there's a post you don't think should have these tags, you can bring it up in topic #8650.
