- A character has one eye completely covered
- with a hand or a held object
- must be intentional
As currently defined, covering_one_eye has additional criteria while one_eye_covered has none, and without specifically excluding the former. At a minimum, as currently written, this means covering_one_eye should imply one_eye_covered.

In principle, the difference between "Xing a Y" and "Y Xed" is that the former refers to the process "X" currently happening or possibly incomplete, while in the latter case the process is definitively finished and not still happening. This is why fucked silly would not be equivalent to the nonexistent tag fucking silly, and why sheathing is different from sheathed. However, in order for this distinction to mean anything at all, the process must have a significant duration. The only way covering one eye can meaningfully be different from one eye covered is the incredibly specific circumstance of someone trying to cover their eye while some influence is opposing them or otherwise slowing them down.
Secondly: one of the criteria for covering one eye is that it is "intentional". Whether something is intended or not (either by a depicted character or by the artist) is an extremely weak basis for tagging anything, since it requires an indirect inference, assumption, or sometimes even outside information.
Thirdly: the other criterion, "covered by a hand or held object". The tag hand_over_eye already covers half of the use cases, and the hypothetical tag held over eye would handle the rest, while being more focused.
Finally: Suppose you think everything I've written so far is hot garbage and complete bullshit. Say covering_one_eye really is distinct from one_eye_covered. Then one or both should be renamed in order to emphasize that fact and make it abundantly clear.
