The same way that holding knife doesn't imply holding weapon, holding hammer doesn't imply holding weapon either. However, there aren't any tags at all for holding any type of hammer (weapon) to my knowledge. Specifically war hammers. Surely there exist other types of hammer weapons too, but more to the point-
How do y'all feel about a holding war hammer tag? Should it imply holding hammer? I think it would be fair for it to imply holding weapon, at least.

create implication war_hammer -> hammer
Just like battle axe implicates axe, and still use holding axe for it.
If we don't use "holding war hammer", we can only use holding hammer, and holding hammer implicates hammer.

Similarly, if we don't use "holding war fan", we can only use holding fan for it, and holding fan implicates hand fan.
By the way, most of scythe -weapon are still weapons.
Should we add a scythe_(tool) tag to separate it from weapon?
