deprecate shattered
The Wiki of shattered is written like that of a deprecated tag:
in which shatter is already deprecated in forum #211479.
It seems to make sense to deprecate shattered as well, since it overlaps with tags like crack broken and shards.
Alternatively, if we want to keep this tag, we need to rewrite the Wiki so it explains the difference between this tag and similar ones.
