deprecate penis_under_clothing
Seems to mostly be used for covered penis posts with a few penis under another's clothes posts mixed in. Since users might try to use the tag for either one of these, I don't think we should alias it to one of them just yet.
Proposed deprecation wiki:
When the outline of someone's penis is visible under their clothes, use covered penis.
When a penis is under someone else's clothes, use penis under another's clothes.
