deprecate on_head

Searching for the tag *_on_head yields a much larger number of results than its counterpart on_head due to the lack of many implications (literally only 4 implications out of the many variations of this tag), although their meaning is literally the same. The tag is useless and in some cases can lead to a lack of clarification of the object/animal/etc on the head or may even be confused with headstand

I think we could also make an attempt to save the tag by implying things to it, just like we do with holding.
