Currently *_(medium) refers to 2 things, either the software a piece was created with, ex. blender_(medium), or the material a piece was created with, ex. pen_(medium). All tags of the former type are meta tags, while all tags of the latter type are general tags. Since all of these tags describe how a piece was created and not the content of the piece, they should all be categorized as meta tags.

Meta tags are supposed to be used for things you cannot see in the image. You cannot see what software an image with created with, but you can see what traditional art was created with or what an image is placed on (mousepad, dakimakura, etc).

Well no, meta tags are for things outside the artwork. That's the literal definition of "meta". Things like mousepads and dakimakura are a grey area because the features of the medium are also part of the drawing, but the actual reason why the rest of these tags are general and not meta is because large category changes are a technical issue.
