A shopkeeper is a merchant who owns a shop.
We don't have a clear definition of shopkeeper at present, which should be a requirement before we even think about proposing implications. If you're going to suggest a definition, it needs to be one that works for purposes of tagging. Like, how do you tag "a merchant who owns a shop"? You can't determine who owns the place just by looking at a drawing. Besides, most of the posts tagged shopkeeper just look like random shop employees rather than someone in a position of authority. And they definitely don't fit the definition of the merchant tag.
I'd vote for just nuking shopkeeper altogether. Maybe replace it with something like clerk if we really need a tag for people hired to stand behind a sales counter.
Merchant is kind of an iffy tag that doesn't see much use, but it might be worth keeping for finding posts with "traveling trader" types of characters who aren't tied down to a permanent shop.
I'd just merge merchant and shopkeeper and have a traveling merchant tag that can imply the main tag.
