heel_up provides consistency with leg_up, foot_up, arm_up, arms_up etc., so it's a hard -1 from me.

The tag history of post #4842839 suggests that you're not the only one to make this assumption.
Also, for whichever tag we go with, can we get a definition that requires that only one heel be raised? Otherwise it should be tiptoes.
