The tag seems like it's nigh-useless, then. If it's intended only for memes without specific tags, it needs pretty much weekly mass updating to prune. If it should be up to the user to manually tag it...
Well, we can that that has failed.

Overall, it seems like a junky padding tag right now.

There are so many spur of the moment memes being created and drawn every minute that it makes no sense to implicate all of them to meme. If we started doing that we'd quickly have thousands of implications.

The only way to deal with this would be to make meme an autotag based on tag suffix, like _(cosplay) or _school_uniform, and force all meme tags to have the _(meme) suffix, but then we get into the argument of what counts as a meme for us. Does cat lingerie count? What about virgin killer sweater? Does all of meme attire get to imply meme?

I get some use out of it by tagging meme for memes that I couldn't bother to figure out a good name for, especially if it only has like 1-2 examples. Then a month or later I come across more examples so I start figuring out a name and writing the wiki, then populate it with older examples by using meme + [some character I remember was in the image] + [some other element] searches.

Though, yeah, prolly not that useful for the average user who are better off searching for specific meme tags.

There is also an issue where something might be a meme under certain contexts (usually when using a character from an unrelated copyright), but then it gets played straight for drama or something and is no longer a meme. Or if something used to not be a meme but then blows up later... stuff like that.
