create alias finger_to_another's_chin -> hand_on_another's_chin

Previous topic #18864
I edited the finger to own chin wiki to mention hand on another's chin instead of the old finger to another's chin.

If you knew about finger to own chin, you'd expect finger to another's chin to exist too, and well it did, but not anymore, so maybe this alias can help make the new changes easier to use.

Also, shouldn't grabbing another's chin imply grabbing? If I get some replies about this I'll add it to the BUR.

Slightly tangential, but is there a reason we prefer "on" vs "to"? It seems to me that "to" is more general and can mean "to the very close vicinity of, but not directly touching". A lot of posts with that feeling get aliased to "on", and it feels a bit off to me. I'd almost think the reverse makes more sense as it naturally covers both cases.

Most of the time it's just because we start out with "on", then we realize it's not quite broad enough, so we create "to", and now we have two overlapping tags. Same story with "hand" versus "finger". All of these touching tags are a mess.
